On Monday July 8, the 2013 Oregon Legislative session wrapped up, and it has proven to be a landmark legislative session. On Monday morning the House concurred with the amendments the Senate passed for HB 3367 over the weekend resulting in an increase annual allocation for the Oregon Production Investment Fund tax credit. The allocation in OPIF will go from $6million a year to $10million a year. Other important legislation that will positively affect Oregon’s film, television, and digital media industry includes HB 5028 which allows the Oregon Innovation Council to fund the Oregon Story Board, and SB 836 which exempts film, tv and theartical hair, and make-up professionals from certain cosmetology regulations. On May 5, 2013, I got a chance to sit down with the creator behind Intertwine, Dylan Wayne Lawrence, in response to an article I had written earlier with Eastern Oregon University Alumni, Lindsay Freeland, about the T.V. pilot, Intertwine. The following are excerpts from that conversation:

A recent (March 2013) opinion by the U.S. Ninth Circuit Court of Appeals (covering the West Coast and many of the Western states) provides an excellent analysis of U.S. copyright law and the “fair use” defense, often misunderstood by filmmakers and users of copyright protected content.

We already tweeted a link to the project but “The Build” deserves more attention. “The Build” is Instrument’s (a digital creative agency in SE Portland) first foray into interactive filmmaking. The company’s resident filmmaker Truen Pence came up with the idea of producing a documentary highlighting three local characters in the custom motorcycle building industry. From that idea, the company engaged its producers, motion graphic designers, and creative coders to create an experiential story that pushes the boundaries and aesthetics of modern browsers. The Oregon Department of Revenue in conjunction with the Oregon Film & Video Office will be auctioning off $6million worth of tax credit certificates beginning July 8. Proceeds from this auction will benefit the Oregon Production Investment Fund. This fund is an important tool in recruiting film and television production to Oregon. The auction will conclude on July 17. All bids will not be considered final until bankable funds have been received by the Oregon Department of Revenue. The funds must be received by July 24.
