20,000 increments of $500 tax credit certificates are available. Businesses and individuals with an Oregon income tax liability may bid on the certificates. The credit can be claimed on your 2015 state income tax return. Any amount that cannot be used on your 2015 tax return can be carried forward for up to three years. We just wanted to remind everyone that the Oregon Department of Revenue is planning to once again conduct a tax credit auction for the Oregon Production Investment Fund (OPIF) this July. The total amount of tax credits to be auctioned this year will be $10,000,000.
The process will be exactly the same as the successful auction conducted last July. We will be working hard to make sure all the tax credits sell out in the designated time frame. If we are successful in this goal, this will be the only opportunity for people to contribute to the fund and receive OPIF tax credits for 2015. The2014 OPIF Tax Credit Auction began Wednesday July 9 and continues through July 18.
The Oregon Department of Revenue is auctioning $10 million in OPIF tax credits. This is the largest amount of tax credits we have auctioned off at a single time, so it is a great opportunity for more people to be able to have successful bids.

With 2014 coming quickly, we thought it would be a good idea to send out an update on the Oregon Production Investment Fund (OPIF) and the Indigenous Oregon Production Investment Fund (iOPIF).
In October we completed our second tax credit auction and successfully sold out the remaining tax credits from the new $10million annual allotment. The total amount of funds raised for fiscal year 2013-2014 is $9,870,610 which is the highest return on the tax credit sale to date. The October Oregon Production Investment Fund Auction is now open. This time the total amount of tax credits to be auctioned will be $4,000,000.The process will be exactly like the successful auction conducted in July.It’s important to know that there is only time for one more OPIF auction this year so we will be working hard to make sure all $4,000,000 sells out in the designated time frame.
With the passing of HB 3367 and on to the Governor’s Desk for signature, the Oregon Production Investment Fund now has a little breathing room to consider new projects. The expansion of OPIF (extra $4million a year) will not go into effect until early October but in the meantime the fund does have approximately $700,000 available for new projects. We have received three applications already and are reviewing those applications but we would like to open up the application process for the next week and consider all applications submitted between July 1 and July 19 at the same time. By the time the auction was completed we had more bids for the tax credits than what was available. The second stage of the auction required those who submitted a bid to turn in a cashier’s check or money order no later than July 20.
